$19.2 Billion Owed in Back Child Support in California

In California alone nearly $19.2 billion is owed by negligent parents in back child support payments.

Many blame the state's high interest rate for debt as the key reason behind negligent payments. According to the Department of Child Support Services the majority of the debt comes from low-income parents, those who make less than $15,000 per year.

California nearly leads the country in high interest rates at 10 percent.  It falls just behind Wisconsin, Vermont, Alabama and Rhode Island who all charge 12 percent. A report issued by the Urban Institute in 2003 suggested lowering the interest rates as one way to increase child support collection.
